If you lost your passport then you will need to report this to the police and obtain a case number. This case number needs to be given to the Embassy when you apply for a US passport again. This can be a travel document or an actual passport. Those who live in Turkey will need to wait for an actual passport and then transfer their visa from the old passport to the new passport. Immigration will need that case number for the transfer.
If you are getting married then you need a letter of no impediment from the Embassy. You will need the original death certificate or divorce decree for your last spouse for this letter. Once issues a few days later this will need to be verified, translated and then certified. The documents can then be used to register your marriage in Turkey.
