Victims of Crime

The Department of State aids U.S. citizens who become victims of crime abroad. They facilitate connections between crime victims and law enforcement agencies, offer various services, and provide information and resources to help address physical, emotional, and/or financial harm resulting from the crime.

Death of a U.S. Citizen

In the event of a U.S. citizen’s death abroad, the Department of State supports the deceased’s family and friends. They notify the next-of-kin about the death, offer guidance on arrangements for local burial or repatriation of remains to the United States, and provide information regarding the handling of estates and personal belongings. Additionally, they issue an official Consular Report of Death Abroad.

Arrest of a U.S. Citizen

The Department of State assists U.S. citizens detained overseas, striving to ensure their fair and humane treatment. Visit the Forms section to locate the necessary form for your passport application process. If you’re uncertain about the required form, utilize the Passport Wizard for guidance. Processing times vary depending on demand. For urgent travel within the next two weeks, refer to the Emergency Passports section. Please note that passport services are unavailable on weekends or during Zambia or U.S. holidays.

Notarial Services

Notarial services are available for individuals of all nationalities, and appointments are required. Typically, documents needing notarization are intended for use within the United States, though exceptions may apply. If you have multiple documents requiring notarization, you should schedule only one appointment. Each notary seal will incur a fee of $50 USD, payable at the Embassy or Consulate on the day of your appointment.

On your appointment day, please ensure to:

– Take all complete, unsigned documents for notarization. Even if certain pages do not require signatures or seals, the entire packet must be presented.

– Provide a valid government-issued ID, such as a passport or driver’s license. The name on the documents must match the name on your ID.

– Pay $50 USD per notary seal.

– Be mentally competent and understand the document requiring notarization. Consular staff are not authorized to interpret the contents for you.

– If witnesses are required for your notary service, you must arrange for your own. Consular staff cannot serve as witnesses.

 

Examples of Notarial Services Offered at No Charge include:

– DS-3053: Notarization of a DS-3053 Statement of Consent for Issuance of a U.S. Passport to a Minor Under Age 16. Please review the form instructions and required information fields. Take your original, valid, government-issued photo ID along with photocopies of both sides. As per the U.S. Department of State’s requirement for notarization, this service is provided free of charge.

– Power of Attorney (in conjunction with U.S. passport applications): When both parents are unable to apply personally for their child’s U.S. passport and wish to designate a third party, they may sign a power of attorney (POA) before a notary public. The POA must include specific data fields; refer to a sample. Additionally, photocopies of both sides of each parent’s original, valid, government-issued photo ID must be included. This service is performed free of charge as per the U.S. Department of State’s requirement for notarization.
