If you have a child that has been born abroad then you can register the child or children at the local US embassy. Each embassy has it own procedure however this is what would be needed when you do approach the embassy.
The Consular Section issues a Consular Report of Birth Abroad (CRBA) to U.S. citizens born overseas. This is the equivalent of a US birth certificate. Reports of birth are done by appointment only and require the child’s presence.
