There are two National Visa Center locations in the United States. Their job is to process you applications which has been sent from the USCIS where you had originally sent your documents to.
They National Visa Center issues you with a receipt and collects all the documents which has been submitted. They then hold onto all these documents until such time that an interview can be arranged with the US Embassy where you wife or fiancee is located depending if it is a K1 Visa application or a K3 visa application.
